Regulators differentiated in their treatment between those who owned the pipe – network facilities – and those who wanted to use the capacity from the pipe to resell a different service. As the value moves from the pipe to the application layer, or the platform, how have regulators encouraged continued investment in the pipes, and innovation in the platform?
