Bio:Mr. James Neumann is Senior Counsel for the Digital Development Department of the World Bank based in Washington D.C. Since joining the Legal Vice Presidency in 2010 and Digital Development in 2014, Mr. Neumann has covered the legal aspects of infrastructure investment, market reforms and sector development for information and communications technologies. He works globally in more than 30 countries on a wide range of matters including the legal enabling environment for ICT infrastructure and services, privatizations, licensing, Public Private Partnerships, broadband rollout, competition policy and regulation, technical regulation, individual privacy and data security. Mr. Neumann also leads the global Legal and Regulatory Activities program for the ID4D Working Group, a high level initiative aimed at developing and supporting the World Bank's approach to identification—a key enabler for the digital economy. For the Pacific region, Mr. Neumann also leads numerous Pacific country engagements under the Bank’s Pacific Connectivity Program.
