Bio:Dr. Richard Taylor is Emeritus Palmer Chair and Professor of Telecommunications Studies and Law at Penn State University (1989-2015), and past Distinguished Professor in Residence at the University of Hawai?i (2015-2017). Prior to coming to Penn State in 1989, he was vice president and corporate counsel for Warner Cable Communications Inc. in New York City. He is Co-Editor-in-Chief of the Journal of Information Policy and Senior Advisor to the Institute for Information Policy. He is former Chair of the Board of Governors of the Pacific Telecommunications Council (twice). In June, 2016 he was a key participant in the U.S. National Science Foundation’s Workshop which produced, “Broadband 2021: The U.S. National Broadband Research Agenda” and is currently involved in updating it. He holds a doctorate from Columbia University and a law degree from New York University School of Law.
